The project started in October 1995. It is a joint project initiated by the Roma foundation, AKSES Association - Sofia,  NOVIB - Netherlands and is sponsored through the LIEN Programme of the E.C. 

Its main idea is that the people best knowing the problems of the Stolipinovo district are the people living there. Without their active participation nobody can solve them. 

THE AIM of the project is to stimulate the initiative for mutual hellp in the district and to help and assist its inhabitants in participating in the process of problem solving in Stolipinovo. Along with that it aims at forming skills and knowledge that can help the Gypsies participating in the project initiate and carry out activities that will improve the social and economic statys of the people living in this district. 
 
MAIN  ACTIVITIES:
1.  Consultancy and information services. 
The Bureau provides help in the fields of: 
- Legislation; 
- Labour law; 
- Health care 
- Education and social affairs 

2. Forming coalitions which to help solve district problems. 

3. Supporting economic initiatives for mutual help 

 and activities improving the way of life of the people living in the Stolipinovo district. 

4. Improving the professifnal and qualification skills and knowledge of the unemployed and in that way reducing unemployment in the district.. 

5. Intensive work for lobbing the regional goverment to solve the problems of the district and mobilising resources for improving the way of life of the inhabitants of the Stolipinovo district.
